LikeCoin 治理議案 | #40, #41, #42 議案的投票決定

#40 社群池使用議案：存放 2,000,000 LIKE 到 Tech Subdao 的多人簽署錢包

議案：Community-pool-spend Proposal: deposit 2,000,000 LIKE to Tech Subdao multisig wallet

簡介：

Following proposal 36, kin ko (Desmos profile @ckxpress, https://ckxpress.com) has formed a Tech Subdao with Dr Simon Chan (@simonc, https://www.linkedin.com/in/simonmhchan/) and Greg Sung (@gsgsgsgs, https://www.linkedin.com/in/gregsung/), and created a 2-of-3 multisig wallet cosmos1ujnwswmyfeq6ygt63k8zudl0xrlff8mvlumaum. By voting YES to this a proposal, you agree to send 2,000,000 LIKE to the Tech Subdao multisig wallet as the initial tranche of fund allocated to technical development of LikeCoin.

根據議案 #36, kin ko (Desmos profile @ckxpress, https://ckxpress.com) 已經成立 Tech Subdao, 也建立一個 2-of-3 多人簽署的錢包，地址為cosmos1ujnwswmyfeq6ygt63k8zudl0xrlff8mvlumaum。成員包括 Dr Simon Chan (@simonc, https://www.linkedin.com/in/simonmhchan/) 和 Greg Sung (@gsgsgsgs, https://www.linkedin.com/in/gregsung/)。

提議由社群池內轉移 2,000,000 LIKE 至上述錢包內，是為 LikeCoin 技術發展而申請的首次預算。

意向：

這次議案申請的額度不多，比較上次議案 #33 申請的一百多萬 LIKE，數量是多了一些，但仍占現存社群池不到0.1%。OurSky 和 Tech Subdao 最近有不少工作成果在推出，除了在社群定期會議上交待情況外，也有將工作記錄發佈在這里。感覺在 OurSky，depub.space 加入後，開發能量比以前多了很多。故此，相關預算我認為沒有問題，會同意議案。

#41 修改參數：將 InflationReateChange 由 25% 改為 100%

議案：[Parameter Change] Change InflationRateChange from 25% to 100%

簡介：

Inflation_rate_change which is now 25%. when the LP incentive is much higher than staking rewards, it now takes too long for the inflation rate to change to reflect the lowered delegation ratio, it may drive staking away from securing the chain. we should speed up the inflation_rate_change to make it much more responsive than it is

Inflation_rate_change 目前設定為 25%, 當流動池的奬勵高過委託奬勵很多時，因其設定，通脹率的反應過於緩慢，從而令大量委託轉移到流動池，影響鏈的安全。提議將 Inflation_rate_change 提高，從而提高通脹率的反應速度。

意向：

先來簡介一下 Inflation_rate_change 是什麼，想進一步了解的，可以試試 @Daisy 的文章 LikeCoin chain 的命書：被忽略的 BigDipper 設定頁 ，或者留言。

Inflation_rate_change 是鏈上的其中一個設定，其作用是決定當鏈上的委託數少過/到逹預定的安全值，即整體委託率小於（或大於）67%，通脹率變化的速度。現時為 25%。過去鏈的委託其實一直很高，有多過 67%，通脹都維持在最小值，7%。現在，因為 Osmosis 流動池上架了，也因為少了社群池的大量委託，令整體委託率少過 67%，依照鏈上的機制，通脹會開始增加，以便令委託奬勵增加，來把人吸引回來。但通脹不會一下子就增加，會根據 Inflation_rate_change 這個設定來決定增加的速度。具體公式是

每年增加的通脹率 = ( 1 - 委託比例 / 預定安全比例 ) * Inflation_rate_change 

以現在 51% 的委託比例來計算，( 1 - 51% / 67% ) * 25% 約為 6%，過去每年僅會新增 6% 通脹率，由 7% 升到 13%。而流動池的奬勵，有一段時間是超過 100% 的，對比委託奬勵來講，高超多。雖在社群提供 Osmosis 外部奬勵前，下降到比委託少。但觀察整個過程，明顯可以看得出通脹變化的速度太過慢，應該增加，以使下次能更快地應對委託減少的問題。

Cosmos Hub 其實也遇到過這個問題，他們也有討論過，Inflation_rate_change 也早就已經調整到 100%，https://forum.cosmos.network/t/paramater-change-proposal-inflation-rate-change/4834。其實改為 100% 我也不知道是否足夠，但一定能加快鏈上通脹率的反應速度，遇到相似問題會有所改善的。

#42 社群池使用議案：存放 1,000,000 LIKE 到 Marketing Subdao 多人簽署的錢包

議案：Community-spend proposal: deposit 1,000,000 LIKE to Marketing Subdao multi-sig wallet

簡介：

With the passing of Proposal 38, marketing subdao is formed by Phoebe (Phoebe#4357, Liker land team) and Cheung To（tocheung#3755, https://www.youtube.com/channel/UC-tHPfxMbXkM099YxK8pjmw）and created a 2-of-2 multisig wallet cosmos19qxpdaq4j08a2pra3llvt00faahmjxxnkrsusa. By voting YES to this proposal, you agree to send 1,000,000 LIKE to the Marketing Subdao multisig wallet as the initial fund allocated to the marketing development of LikeCoin.

依據議案 #38, Marking Subdao 已經成立了，成員為 Phoebe (Phoebe#4357, Liker land team) and Cheung To（tocheung#3755, https://www.youtube.com/channel/UC-tHPfxMbXkM099YxK8pjmw ），也新增一個 2-of-2 多人簽署的錢包，地址為 cosmos19qxpdaq4j08a2pra3llvt00faahmjxxnkrsusa。提議存放 1,000,000 LIKE 到上述錢包，作為 Marketing Subdao 宣傳推廣工作的資金。

意向：

這次議案申請的額度同樣不多，比議案 #33，#40 都要少。目前推廣工作主要是在 Twitter，希望有資金後，可以有資源做多做一些工作。Markeing Subdao 也同樣會在社群會議上報告工作情況，也會記錄在 Bi-weekly LikeCoin Update。同意支持這個議案。
